Next Big Accelerator

The next big particle accelerator has been announced. It will be an electron positron collider, as opposed to the proton proton collider at CERN. It will start out at 500 GeV and eventually reach 1 TeV. This is less then the 14 TeV CERN will eventually reach, but the Wikipedia claims this new collider will have a higher effective energy.
