Did a BYU Professor Just Prove the Riemann Hypothesis?

Xian-Jin Li, a BYU professor, just submitted a paper to the arxiv claiming to be "A proof of the Riemann hypothesis". Two things to note:

1. This hasn't been officially peer reviewed yet.
2. He claims to have only done it for the rational numbers, but feels the proof should extend to all fields.
   

If this counts as "The Proof" then this will be a centuries old million dollar accomplishment!
